Brief Personal Profile of
Emerenciana Ulla Velasco

Emerenciana Ulla Velasco is the Barangay Chairperson of Barangay Miputak and is also one of the 12 members of the Sangguniang Panlungsod of Dipolog City.

As the eldest of the brood of nine of Antonina Etrone Murro and Hilarion Bagarinao Ulla, she developed a strong sense of responsibility towards her family and thus making her believe that poverty is not hindrance in acquiring any dream for a career.

Since she was accelerated from grade two to grade four for having the highest honors during her elementary years at Galas Elementary School, she only took her elementary education for just five (5) years. Emerenciana worked with her Aunt for three years, as she was the one who supported her to continue her education until she graduated from Andres Bonifacio College where she completed the Bachelor of Science in Commerce degree in the year 1966.

That same year she got married to Ricardo Alabata Velasco and was blessed with three boys, Eric, Alrey and Ricardo including two girls, Marigold and Chinita. She then worked with several establishments in the city as a bookkeeper to gain additional income for the support of their family.

Councilor Velasco started her political career in the year 1989 and there she was elected as a Barangay Kagawad where she ranked second among the votes in her district. She took over the position of the Barangay Captain when the first Councilor resigned and ran for a higher position in the tear 1992.

From then on she was re-elected for three consecutive terms as the Barangay Chairman and is now the President of the Association of Barangay Chairman of the city of Dipolog.

With Miputak being the largest barangay of Dipolog City, she accomplished numerous projects for the barangay such as the installation of sodium streetlights, a three story building with complete facilities like computer, copying machine, air conditioning machines and other office equipments.

Miputak was also awarded the most Outstanding Barangay award for the year 2000 with Senator Pangilinan as guest of honor. Last June 24, 2003 DILG Secretary Joey D. Lina the Gabay sa Mamamayan Action Center, which is a project of our President Gloria Macapagal Arroyo in which Miputak was chosen as one of the pilot barangays for the said project.

At present, Councilor Emerenciana U. Velasco is the Chairman of the Committee on Barangay Affairs of the Sangguniang Panlungsod of Dipolog City
